Naturally, Google Photos stores timestamp metadata in UTC with time zone offset. As one would expect.
But when they export your thousands of pictures via Google Takeout, they neglect to convert the timestamp back to local time in the exported file EXIF. Unbelievable that this passed the most basic QA.😡
